Gotham is dead. Destroyed by nature, abandoned by humanity.  Only the weak and foolish remain, to battle the corruption puking from the derelict buildings.  Declared a Federal 'No Man's Land' by the American government, one man must stand and show the people of Gotham all is not lost.
